Configuring the number of rows and columns for devices only applies to elementor product widgets that are dragged into pages. With the shop page, only configuring the number of rows and columns on the desktop like the picture you took, to customize the number of columns on the tablet or mobile you need to adjust the css.

To create a category banner, you need to create template for this category and add shortcode into description category.
